when user quota is reached, it can receive emails but not allowed to send
The users need absolutely receive the emails event their mailbox is full (quota reached). Urgent and important emails must be read.
To make people to clean their mailbox we could avoid them to send emails if the quota is over the limit.
Totally agree with you. Should be able to restrict only to send mail. Blocking incoming mail is not acceptable for many organizations.

I would like to request an addition to Kerio Connect.
At the moment quotas can be applied to users, but that quote only let’s you send warnings and then stop them sending and receiving e-mails once they reach their quota.
I find this too restrictive, as stopping people receiving mail is acceptable in our organization.
You have several options in Microsoft Exchange, you can stop them sending but still let them receive. Or you can do it the other way round or stop them doing anything like Kerio does.
Is this something you can possibly add to a future release on Kerio?
