    We can disabled the spam services on the server, however this does not disable the associated buttons in the KOFF client. I consider this a bug since the buttons give the end-user the appearance of "doing something" but they're actually not doing anything. Apparently Kerio don't consider it a bug so here we are, we need a "feature request" to remove/disable a feature that doesn't work in certain configurations.
